Well... not being familiar with the place that contacted you, or the broader circumstances of your life either, I don't think I could offer an opinion as to what you should do here. (Perhaps the decision has already been made?)

I guess the one observation I could make would be that, since your dad is 60 and you're 28, presumably you're going to have a lot of years to live after he's gone. You'll need to be able to be as independent as possible at that point particularly since you mentioned you're estranged from the rest of your family. So beginning to take some steps toward independence now would seem to make sense to me. Whether or not the transitional housing opportunity that has been offered you is the right step to take now is something I don't think I'm in a position to say. Best wishes...
