Is there any way you can just get him to go to a regular doctor at least? It sounds like he really needs some sort of neurological evaluation. What you are describing sounds a bit like dementia, which could be a sign of mental illness or a physical problem with the brain.

Can you talk to his wife about this? Maybe if you both confront him about this you could convince him to see someone.
