My district is...interesting.

We're not allowed to give a grade below a 50%. Students can retake tests until they pass. Oh, and I am discouraged from giving homework (i.e. if a parent complains about the amount of homework I give I get told to give less or not give any).

We're getting out of kids EXACTLY what we expect from them. Nothing.

I could go on for hours. But I won't say much.
