Actually, while CPS workers are supposed to meet with Foster children at least once a month, most do not.

CPS workers are over-worked and underpaid. They have more cases then they can handle.

I am sure Social Services (CPS) was there, but probably not as often as you think. And it would be interesting to ask the Foster kids their experiences....because if she was capable of this with her adopted child, makes me wonder what really went on.
