Sarah - basically it means that our normal constitutional rights do not exist because of extenuating circumstances. It allows the government to implement lockdowns, curfews, prohibitions on businesses' operations, etc. We were in the same state in 2019 due to the riots. The first one was lifted, but then the pandemic hit and they implemented it again.
