If, for whatever reason, you're afraid of police in your area and/or cannot afford appropriate lawyers, consider calling your local Victim's advocacy in your area.

Are you in the U.S.? If so, let me get you some Victim's advocacy info so that you can find support in a different way - especially for what some criminologists would call "unsubstantiated victimization." You may still be awarded benefits from your state's victimization funding if you can ask them for help with filing a non-emergency police report, etc. Sometimes they can offer counseling, pro-bono lawyers, and other assistance such as relocating expenses and vocational rehabilitation, should you choose to escape your stalker, whomever that may be.
