Small theft stuff definitely still hurts, even beyond any monetary losses. I suppose it could have been a naughty kid or teen, but I think more and more adults are doing petty stuff. I see many around the world (especially in the US) losing trust in each other. Caring less for one another, not just strangers, but also neighbors and even family members. It's very very sad and in the end hurts everyone, including the ones that commit such violations.
