I would definitely report him. Insanity or not, that’s unsettling for you at best. At worst, he could be dangerous.
Every report you make would help generate a paper trail. The more reports, the more clearly the patterns of his behaviour will be shown, and, theoretically, a stronger case the state would have in the event of them deciding what to do with him. Although hopefully you wouldn’t need to make more reports in future.
