Those are good questions. I imagine it varies state to state by the state law in one's state. A lawyer could help but it could be pricey. Public libraries often have official books on state law. One might be able to call a reference desk at a public library and ask them to find the answers you seek. That would be the least expensive route I would think. Sorry I don't know the answer myself.
