Rissie, I don't know much about disability or services available, but I wanted you to know I read your post and I feel for you. It sounds like you are in a really tough spot. Moving out when you are 17 is tough, but it sounds like you are determined to make things better for yourself. Do what you need to do to take care of you. Please, please be careful with the eating and binging.
