Executive: Execute the laws, to make sure that the laws actually happen
Legislative: Make Laws, Pass Laws into effect
Judicial: rule on abuse/possible constitutional infraction of laws

Actually it has to do with representation by all the states--one huge State, for instance California, could vote me in, but a bunch of little states, like Rhode Island, MA, CT, etc. could vote another in, and those states have "in effect" the same say as California would.
