Here, in Switzerland, anestehsia is certainly not done for most normal procedures. It's done for pulling teeth or such, but for scraping your teeth to clean them, doing stuff to braces, putting a filling into a hole that isn't caries... none of that is done under any anesthesia, and I think that's mostly a good thing.
