Generally, they wait as long as they can so the baby's lungs are fully developed and strong. For some reason lungs and kneecaps are slower to develop than other body parts.
I have my fingers crossed for your sister's baby to be born on Oct. 3rd, my son Noah's birthday  Noah is an absolutely terrific human being, so I think 10/3 is a good birthday.
