Obviously you don't know her well enough to know what her plans are. She could have said it also as a hint to keep your distance. One guess is as good as the other at this point.
If you don't strike up a casual conversation, you probably will never know what her plans may be. Relationships start with casual conversation. If tgat goes nowhere, nothing else will either
