If you believe that your sil's children may be in danger, it is best for the sil's spouse (or the kids' father) to take action. If the sil is resistent, may her mother and/or father may suggest to her that they "spend time with the grandkids" while the spouse has time to figure out the matter. If none of these people are aware of the danger (or are in denial) that obviously removes options.
