Sounds like a very stressful situation. I would keep calling the landlord and the police.
His father might say he is harmless, don't the parents of mass shooters always say their child is a "good kid" and would "never hurt anyone"? My heart goes out to you. In my opinion your concern/ fear is rational. There was a time in my life that I was a scared rabbit, afraid of everything. Dealing with that sort of stress would've put me over the top.
