Just like you wrote above. You ask to speak to the parents and you speak as clearly and directly as you did above. It is not accusatory but comes from a place of care and/or concern.
What they do with that afterwards is up to them. THEN you can decide what boundaries you want to implement depending on whether they want to take action or not. But at least you would have been honest.
