hi @willowtigger - sorry you are having trouble getting your brother to act. It could be that he is not comfortable in social settings like working in an office and interviews.
The idea that came to me is to start out doing some kind of remote work even if it is not paid. I will give you an idea but you or he can do a google search on
[the country he is in], virtual computer work [specialty time of programming they know]
