Are your children minors? If so do you not have court order giving you visitation rights or you lost parental rights? Typically if you have no access to your kids and have parental rights, you ought to go to court so judge can establish when and how you could see your kids.
If your kids are adults, then there’s not much you can do if they don’t want to see you.
Some countries aren’t very welcoming to foreigners but not being able to sit in a public coffee place is a bit extreme. It says you are in Tokyo. I know Americans who live and work in Japan. Plenty of people do. Even if you stand out, you certainly can lead public life going places and doing things . Not sure why you can’t.
