Here in Wisconsin, the state requires the stations to have a 9% mark up. Period. The fine is actually higher here for setting the prices too low than too high.

Living right on the MI border, gas is a bit cheaper there, but it's not 2.50 a gallon, its 3.89 here, and 10-20 cents cheaper in Michigan.
