Each year a form is sent out, a legal document, that has you list and sign as to how much money you've made in the previous year, or if you have made anything etc. Maybe they aren't being honest on those forms? Is any of their income not reported by the employer?

Anything I were to make beyond my benefits, is reportable...but I can only wish I had other income and could work.
Why not ask them how they are able to do that???
