Is the person a licenced contractor? If this is a really big job being done I would probably do a stop work order until the issues get resolved or you let him know you no longer need his services. I do not tolerate paying for bad work quality & I have reported bad jobs & companies to the BBB. I would not involve your friend because the business transaction is between you & the person doing the work even if he is the SIL of your friend.

If your friend ever asks what happened I would say why but not involve him in the problem you are having.

I had several similar situations in my life dealing with work on my house. One guy was an unlicensed HVAC person who a friend got to do the system on the farm he was renovating & the lawyer I had said tge guy was "judgment proof" if I did win a court case against him. 12 years later another licenced HVAC company that had been involved told me the unlicensed guy did jail time for doing the crooked work without a license. Don't mess around with them especially if they have no insurance to cover any damage they cause either.

Always beware of who you have working on your house even if tgey are related to a friend
