Again, these are from body cams. I've seen cops put someone in handcuffs when trying to sort out a volatile situation. Things like neighbors who got in a screaming match and one is getting physical. Have seen "Karen" situations where Karen is placed in cuffs to protect others. I don't believe it is common, but does happen.

Okay, so like kinda rowdy, annoying, and other people don't want to deal with it so they call the police who cuff them probably to scare them now that law enforcement is involved and displaying their "power", but not to the "need to get down to the station and go to court later to (usually) get a disorderly conviction" sounds like.
Ha, definitely sounds like a "Karen got pissed because her Starbucks order was wrong and the person behind her told her to calm down and that just escalated her pissed-ness and now she's making a scene" situation.
