If this person is a coworker, then get his or her supervisor to take care of it. Or be even more indirect -- mention it to your supervisor.

This reminds me of time in high school when I was working on a magazine layout with the editor-in-chief, a classmate of the Opposite Sex. She smelled so nice -- it was all I could think of. Finally, I just had to say it,

"You smell nice!"

"Thanks!"

And that was it. All that nervousness leading up to that was unnecessary.

Your case seems to be a bit different, unfortunately.
