Yes, that is exactly what I have said. When you buy cheap grocery, do you expect top quality? Or if you buy cheap beef, do you expect to get marbled beef?
Why do you think people work in a different way? If you hire someone for pennies, expect the same output. Your attitude seems too much of a common manager. No, people are not interchangeable. And if they are not US citizens or are poorer than you - that does not mean they are worse than you.
