It’s not impossible to become a resident in a foreign country, but is often complicated. As about getting a job….Unless you have work visa or residential rights, most places will not hire you, legally. On the other hand if you seriously considering relocating to Canada, you should start looking into options.

Some states have much cooler summers and winters than whatever you described. Check out Northern Michigan.
