It is supposed to strengthen the urethral walls. I have not tried it (I have a different problem, increase frequency and occasional false urges), but it has been recommended for that purpose. I have not tried it yet because I am receiving percutaneous nerve stimulation and need to keep doing that weekly to see if that brings relief. If it doesn't, I will start applying estriol cream. Estriol cream is applied to the vagina twice a week and relief is expected after a month of consistent application.
