It looks like a configuration problem with Perl (the server does not have the .cgi extension). Try renaming the file to "oj.pl" and then accessing oj.pl with your browser and see if that works (might not be a solution, just an answer).

Does your web hosting company support Perl/cgi? I'd give them a call or email and explain the situation.
