Well, I don't know how to go about installing perl modules so only your own local account can use them to be honest. You might find the answer on the Web site where the perl modules are hosted:

<A target="_blank" HREF=http://www.cpan.org/>http://www.cpan.org/</A>

POD unfortunately needs those modules in order to do its magic.
