I'm from England so I'm on the same timezone as you so I recognise the difficulties in finding a suitable support chat time. I do think, however, that people HAVE tried hard to be inclusive, however it is just not possible to accommodate everyone, of course, so it is far easier to accommodate to the majority. I know that one chat leader spent a lot of time working out the times to try to target the US audience and the UK audience. We, as UK members, just have to accept that on an American site we ARE a minority and because of the time difference it is hard for them to always find a suitable time - not just for UK members but for international members. Perhaps you yourself could set up a chat for the UK people?
