I can't grasp the idea that it's okay to do something that negatively affects your partner's career or safety or legality. The justification that it's better than drinking is absurd, imo. It's illegal. If a person needs a way to unwind and relax there are many other ways to do that. Conintuing a behavior that has harmful consequences to oneself or an important other speaks loudly about the relationship. Being a willing partner in that kind of relationship also speaks loudly.
