I've seen one such of these groups in action at another site and had to work with the situation as an admin. It was very difficult.

It's such a blessing that we've never seen the likes here at PC, and I don't expect to. One reason I don't expect to is because the members of this community watches its own and gets to admin quickly. With rapid response and the use of good tools, the situation can be quickly "controlled" to not proceed and damage.

It does happen, yes. I hasn't happened here, thankfully, and I don't expect it to get anywhere significant should any group try it. Again, that is a testament not only to the community team, but to its members.
