he sounds very similar to my grandson who is about to turn 2. this is not actually uncommon behavior for this age. as long as he is not drawing blood, the best thing to do is actually ignore it. if he hits you tell him firmly that it is not nice, put him in a safe place(room, crib, etc) and walk away. pretty much the same thing if he is hitting himself. it should correct itself shortly as he learns to communicate better. one of my daughters was the same way and it was over by the time she was 3. hope this helps.
