I seriously don't understand your grading system! Here, it's A, B, C, D, F. C is average, D is "better take it again if you want it to count for anything" and F is "very bad, forget about it, fail". A person might get into some universities with C's, if they have money to pay for it and it's not a "good" school. Your system seems so different!
