There is no way to 'spot-reduce' areas. Cardio is the only way to burn fat, but you can't choose from where on your body it will burn.
Try interval training - whatever exercise your do, such as running, do it really fast and hard as you can for 60 seconds and then slower for 1-2 minutes, and keep doing this for your entire workout. This works for any type of cardio - running, walking, bicycling, aerobics, etc.
