Allergy. Since it occurs this time every year, it's likely to be environmental. Either the cold fronts moving in with new pollens, grasses, or it's you newly being cooped up inside your home and the dust or paneling or whatever. See an ENT.

COPD is tough. I know. I need to go swimming to help build my lungs back up, but the muscle spasms are too much.
