Debbie, I don't have any scientific evidence to proove or disproove whether pulling the greys out makes them come in twice as much.

Some people swear it does, others say it's bunk.
As for the breaking out, it could be that your scalp is oilier than the rest of your face. Try putting some witch hazel, like Sea Breeze on after you're done washing, rinsing and conditioning. If your conditioner is the kind for dry hair, try using some for normal hair.
Product does INDEED cause breakouts, especially if you're allergic to it. Too much can do the same thing. It could be causing your scalp to itch and when you scratch too hard, you cause an abrasion that may get an infection in it. I've been using gel to "define" curl, but guess what? I get by just fine with hairspray and nothing else.
Running your fingers through your hair stimulates the oil glands.

Try to keep your hands out of it. Instead of scratching or running your fingers on your scalp, try taking a cotton ball with Sea Breaze on it instead.
Be careful putting the Sea Breaze on your face. Don't know if you have sensitive skin. If it doesn't dry it out too much, that might help with the hair line breakouts, too. When you wash your face, pay particular attention to the hair line. Make sure you get soap on it and also make sure you rinse off well.
It's always a good idea to do a sensitivity test on the bend of an elbow before you use any product over a large area. Wait 24 hrs to see if there's a reaction. Good luck!
