Rapunzel: I read this when you first posted it, but since I don't have experience with the U.K. system, I wasn't sure what to say. Two years does seem like a very long time, and it seems clear that what they are doing in the program the woman is in is not working.
I don't have much familiarity with the UK system either and I admit to being stunned when I realized this woman had been held for more than two years -- especially given her diagnosis. I can't recall ever hearing of anyone else with a diagnosis of borderline personality disorder who was hospitalized against their will for such a long period of time. I don't know all the details of course, but I am trying to scrape up some help for that mom. If that was my child in there, I'd be sick with worry and concern.
