I think it depends alot on your parent/child relationship. I've had several serious incidents with my almost 13 year old daughter that prevents me from allowing her to use a webcam. I would think as long as your communication/trust relationship is strong, it would be ok. I do agree that constant monitoring by an adult would be highly recommended.
