I hate it when people don't follow though what they say they will do, she should at least have got back to you, even if it was to say she hadn't found a way to lower your rates.
It should be your decision weather or not to go back to T or to find a new one because only you know whether it was helping. It sounds to me though as if she wasn't very dedicated to doing her job, a T should do the job because they want to help people and it doesn't sound like that was her priority.
Maybe you should contact her and tell her that you are looking for a new T and say that you felt you ought to make contact incase T was expecting you back?
I don't think I would be able to do that though so I don't know if you woulds, although writing is always easier.
