I am supposed to take both the effexor and adderall at the same time in the morning, but I didn't take the effexor today because I know both can spike blood pressure and wanted to try the adderall separately at first. Is it safe to take both Effexor and Adderall at the same time? Effexor has been working really well for me.

You might need more than ten milligrams of Adderall to control your symptoms. I have ADD, inattentive type, and I take 20 mgs of Adderall-XR to control it.
As for Effexor and Adderall together, yes they're safe - but monitor your blood pressure. I found that Adderall raises my blood pressure a little bit.
