Has anyone ever felt slowed down like you can barely move yet you are not depressed? Is that an example of a mixed state?

Dear Lik3,
I don't think this slowed down effect that you are experiencing is a mixed mood. I believe that mixed moods include highs and lows, but you should look that up online to be certain that you understand what you are feeling.
