Folder icon "Posting Rules" don't reflect actual access

I happened to be reading here and tried to reply, but a Status Message came up:

Meanwhile the "Posting Rules" at the bottom of the page say:

Thank you, but I'm still puzzled. I know what a social group is, but is a social group forum a forum that's only for members of the social group? And do the "Posting Rules" for social group forums not reflect accurately who can in fact reply there?

Yes. The social group can be made into a social group 'Forum' once there are enough members in it. Only members of the group can post.
