Under "User Control Panel > Edit Options" you'll find a "Visitor Messaging" section with two options:

If you do not want to receive visitor messages, you may disable the visitor messaging system.
[x] Enable Visitor Messaging

You may limit the usage of your visitor messages to just moderators and your contacts.

It's there: a checkbox next to the dateline of each message...

Which brings us to: the other options include "Approve Messages" and "Unapprove Mesages" but I don't see any settings for requiring messages to be approved. Maybe that's a site-wide setting that affects everybody and that only the admins have access to.

Oh, and the Your Notifications stats (under "Welcome, Fool Zero. You last visited...") include a count (0) for "Profile Visitor Messages Awaiting Approval".
