I just noticed some users profiles allow other users to send an email to their personal (non-PC) email address. Is there a setting to turn this on or off somewhere?

Yes, in Your Control Panel > Edit Options:
Messaging & NotificationMake sure the box is checked, then scroll down to the bottom of the page and click the [Save Changes] button. |
