You click the reply button attached to the bottom of their post, it's on the line of buttons on located on the bottom right of their post

Unless it's different on Tapatalk which I see you're posting from, if so and you don't see the button I talked about post a screen shot and I may be able to tell you what to click, I've used tapatalk on my iPod but it's not charged right now so I can't check
