Across the top there is an entire row of buttons missing

I don't understand what you are talking about. You can click on any of those words and you will be taken right to that page.

The "tulip" format. Each format has to be updated whenever they change stuff. We've noticed over the years that some liitle things here and there dont function in all the formats. But that sounds like a pretty major thing to be missing.

Eta - but you can go from blogs on a tulip page to a regular page that does have all the buttons, then return to community (the forums) in the tulip style. So maybe you can only see the forums in tulip style is the real point? Idk.

Jellybean - you can change from default style to tulip style in edit options. Aka "format skin"

It's the main site navigation to get to other areas on the website. It's always been missing that menu, because the style didn't allow us to easily add it. Sorry.
