I had seen this on another forum where there was a diary/blog section for members to create either a private or public blog to put their thoughts and feelings, progress and what not. It was set up so that only the member who started it could post on it. It was a pretty nice feature to just have a place within to put feelings down without requiring response. Would this be something that can happen here?

One thing I see happen is they have a daily checkin on some of the forums on PC where everyone gets to say what is going on. Is that what you mean?

no it would be like a personal diary that only the member that created it can write in.

This feature already exists. See here.

Here's the quote from the registration page:

"If you are an existing Psych Central member and would like a blog, please send a PM to DocJohn, requesting access to create a blog on our website. You must be a member in good standing and have had your membership with us for at least 30 days."

Yes I've seen this on another forum as well. It's a forum for members to put a blog in, actually on the main forum. I think Psych Central provides blogs elsewhere so that it doesn't clog up the forums here. I might be wrong though.
