If I put a member on ignore and they change their username will they still be blocked or do I have to ignore the new name?

Well maybe they might change for the good and you won't need to put them on ignore.

A moderator can decide you have to have someone on ignore too.

Yes, if they only change their username (using the same account), they will still be on ignore.
