Ok, I know that it's posted somewhere here, but I can't find it. How do I use the ignore feature in the forums? I know how to use it in chat, but I can't figure it out. Can someone please help?

Click on the name of the person you want to ignore, and their profile will come up. On the left hand side is written 'Ignore this user.' Click on that and that should do the trick!

The person trying to PM you will get a message saying, sorry but this person is not accepting PM at this time.

Not particularly! It's just that I have tried PMing someone and got that message. I have no idea why they have me on ignore!

Some people just put everyone on ignore for PMs...meaning they have it in their main profile not to accept PMs from anyone, and that let's them read everyone though. You can check in their profile if they have that setting...otherwise, yeah, we can get paranoid as to why they have US on iggy.
